Looking back, how did Howard Webb get chosen to ref the WC Final anyway?

Regardless of who you were cheering for, almost everyone agrees that Webb ruined the whole game with his incompetence. How on earth did this already controversial referee get picked to officiate the biggest game in football, if not in all of sports?
