What do I put on my CV if I have no references?

I just finished high school and I'm looking for a part time job to pay for college. I've had no prior jobs (I turn sixteen in about a fortnight), and my high school doesn't allow teachers to be job referees for ex students (I think it has something to do with the Data Protection Act). Are referees required on a CV, or is it okay if I don't put any down?
