How to prevent/stop our websites fr getting hacked?Why Government can't maintain security of there own sites?

The Government WEB sites are NOT maintained by the updated knowledge persons. For examples, in CPMF(para-military services and other similar offices like CBI, IB, RAW) computer cells are maintained by the General Duty officers, those are having only an outline knowledge about WEB SITES AND INTERNET and they are from different back-round of work experience. Anybody can get a personal survey in this regards about this.
