How do I get rid of bags under my eyes?

Whenever I smile, my eyes squint up and bags bunch up under them... Also when I smile my cheeks look chubby.... Normally I look ok when I don't smile or laugh, and that's why I'm afraid to. Im not fat, but my face is chubby, as I said, when I smile.... I'm not sure why but if anyone knows how to fix that I'd like to hear it!
