Elementary school dietary supervisor denying kids food and harassing them I want opinion on if think its ok?

I have known of children who didn't have lunch money with them and they went through the lunch line at school they are in elementary and the Dietary supervisor has been known to come to the table and take the childs food away from them and yells at kids and says " you don't have any money in your account and proceeds to yell more saying "make your mom and dad pay" This is VERY wrong children have enough to deal with. Bullying from other students is not the only issue they have they are bullied by teacher and staff and made to look bad in front of their peers by put them down there isn't any wonder children's depression and suicide rate has gone up a lot of times yes its over home-life but alot of it is from school. I am attaching an article in my towns newspaper read it and tell me if she is going WAY to far. She says "we want to make the food so bad and so boring that the kids will pay"Since when do children in k-5 have jobs??? Its not their fault!!!!
